Tactical Urbanism Monitoring + Evaluation Handbook, Waka Kotahi (2023-2024)

Waka Kotahi’s Innovating Streets for People programme funded councils across Aotearoa to use tactical urbanism to trial streetscape changes that enable people-friendly places and neighbourhoods.

Place Creative led key projects in Māngere for Auckland Transport and Kainga Ora, and in Thames town centre, as well as supporting other projects across Auckland with specific tools and services. We also developed Auckland Transport’s Monitoring and Evaluation Framework for projects in West and South Auckland, which significantly mitigated risk, saved months of project delivery time, and provided a clear process for developing a pathway to permanence.

Working with local experts was essential to supporting communities through a trial period, at a time of significant redevelopment within their neighbourhoods.

Local architects MAU Studio and activators The Roots turned our co-design process into an opportunity for high school students at Māngere College to design on-street interventions and events while gaining NCEA credits, even as the pandemic had severely impacted many students’ ability to return to school post-lockdown.

Our projects each won an Agents of Change award from Waka Kotahi, and set the standard by which interim and trial street changes are implemented across Aotearoa.
